The Nazim system (the local governor) in Pakistan is about to be abolished by the current civilian government. This is a step backwards, as the local Nazim system was somewhat successful in local development.
However the Pakistani government center which is widely considered corrupt, despite finally realizing the militant threats, is about to take control. Since winning the last elections they have starved funds at the grass roots level and will elate their power.
This may explain the trend and failure to win the hearts and minds at the local level and refugee camps by the government. Pakistan so called democratic parties, or civilian dictatorships, are back to their old ways.
